hi Akshay,
Framing HR policies is quite a scientific and herculean task , i have had the opportunity to do the same for a local company.
Well i had first thought of doing of need analysis to understand the needs of the people and based on which we had prioritized the policies to be formulated.
The next step was to benchmark other similar organization and understand different HR policies.
Once you have benchmarked you have a lot of data which needs to be customized with your need analysis survey.
ideally to begin with you could do a SWOT of the existing systems.
do let me know if you require any further information.

First step is to create the organization structure. Then, set roles and responsibilities for each position. Next, establish general rules for employee discipline. HRM is typically divided into three main parts: Administration & Management, Compensation Management, and Training & Development. Follow this process to create policies for all three areas. Thanks. Text me if you need a brief explanation.
