Hi, I am presently working in leading Construction Company since 2004. I had joined as Time Keeper and after 4 years of experience I trained very fast. Looking after my performance at site, our Head Office took my interview and they deserved me for HR Executive. After 10 days they asked my boss to release me for the new project site to work as HR Executive but my boss could not released me due to lack of staff and work situation. Also he answered me that I will released you after one month, two month and regularly answering the same since one year, till now he could not success to release me.
As my boss is very good nature person. He always helpful to me but now one year has past and yet he couldn’t release me and due to which I lost good opportunity of promotion. As presently I am very disappointed. My work profile is given below
1. Salary administration of 700 workmen
2. Executing all PF related activities
3. Liaisoning with govt officials
4. All administration activities
5. Statutory compliances.
6. Maintaining all the record of officers and daily correspondence with HO
Till now my promotion is pending because of my boss.
Pls suggest me what shall I DO? / Shall I find a new job?

From your profile I understand that you have been independently doing almost all sub functions of a Personnel Manager (HR Manager). If you have gained exposure in the related areas, that itself is a wonderful achievement. Don't worry about the designation. If you are confident of managing 700 personnels, that is going to be an additional qualification for you. I will not advise you to change the job because, if you leave one and join another it may act negatively also. Certainly, you can talk to your immediate boss about your career. If nothing comes on your way, you can take a decision to leave. But the decision to leave should be taken very carefully as the world present can not be trusted on. At the same time, you should remember that what you have gained is what has been given by your present employer only. It is the exposure you gained over a period of 4 years that is going to be exchanged.
