As far as I know, the very term Minimum Wages suggests that the wage / salary is the minimum net payment that you make to your employee. In other words, irrespective of whatever category the compensation is paid in, at the end of all the calculations, the net amount must not be less than the mandatory Minimum Wages as issued by the Government from time to time.

I want to clear the definition of Wages under minimum wages act.
"wages" means all remuneration, capable of being expressed in terms of money, which would, if the terms of the contract of employment, express or implied, were fulfilled, be payable to a person employed in respect of his employment or of work done in such employment 7[and includes house rent allowance],
Please also note that the wages does not include the value of-
(a) any house, accommodation, supply of light, water, medical attendance, or
(b) any other amenity or any service excluded by general or special order of the appropriate government;
(ii) any contribution paid by the employer to any pension fund or provident fund or under any scheme of social insurance;
(iii) any travelling allowance or the value of any travelling concession;
(iv) any sum paid to the person employed to defray special expenses entailed on him by the nature of his employment; or
(v) any gratuity payable on discharge

Dar PKGThe Minimum Wages has takencare of BasicPay,Dearness Allowance,House Rent allowance and other allowances.It is the responsibility of the concerned State Govt.to declare the Minimum Wagesfor different type of Industries and different categery of employees. However there is no law on bifurfication of the Minimum Wages.In practice we always splitthe Minimum Wages as follows:Basic Pay & DA....................60% of Minimum wages,
House Rent .......25% of Minimum Wages and
Conveyance Allowance...15% of Minimum Wages.

Minimum wages are varies from state to state, it's also varies from class of employee, can be categorised in few mannors: e.g. Skilled, Semi Skilled and Unskilled. Sometimes it has been seen the it's also varies from Nature of the business of a company to company.
E.g. In Maharashtra, for A Chemical Company, it's Rs.3258 ( whereas there are three category of locations have been defined , where this amount is varries) and it includes Basic+DA and minimum 5% HRA (if given), other allowance can also be added.

Just to enlighten you on the subject, the Minimum Wages CAN BE bifurcated into variouis heads, as long as the bifurcation is done within the meaning of "WAGES", i.e., Basic, DA, HRA, etc.
