Forwarding in attached excel sheet Category & Zonewise Maharashtra Minimum Wages for the period from 01.01.2018 to 30.06.2018 for the following scheduled employments.
1. Automobile (Serial no. 2),
2. Residuary Factories (Serial no. 20),
3. Engineering (Serial no. 19),
4. Shops & Establishments (Serial no. 48),
5. Construction / Maintenance (Serial no.11)
If you wish to look for any other industry than the above, pls refer to the Minimum Wages Act for respective scheduled employment for zonewise Basic salary and add the Special Allowance which same for all the zones.

Minimum wages are inclusive or HRA 5 % as per act. However the statement here shows 5 % HRA is over and above the minimum wage. Is this correct ?

It is very pity that your query is whether the MW is for which Zone? 1 or 2 or 3?
I think even the primary school going child will also understand what is the MW for zone 1, 2, & 3 as it is Categorywise and zonewise shown separately in the table.
Your second query is MW is inclusive of 5% HRA? the answer is "NO" Minimum Wages comprises of Basic & Special Allowance (D.A.). Additional 5% HRA is applicable in Maharashtra over & above the MW.
Atleast take some pain to read relevant Bare Acts before raising this type of query that to after 5 weeks.
