Obviously, the HR department in general and Personnel Officer/ Payroll officer in particular will renter the details of employees in the EPFO Portal.

In small companies, there may not be separate portfolios allotted, and in such a scenario, the accounts person himself will take care of salary calculation. In that case, he can enter the details in EPFO and ESI portals.
