Sir, I am a housekeeping & security contractor, Our Principal Employer is not accepting to pay full salary to all our workers for the lock down period. P E is saying that it is the responsibility of contractor. Hence I request you to give suggestions how to proceed legally. I have paid full salary to all of my workers for the month of March.

PE cannot refuse to pay contractual staff.
Take legal advice and then speak to PE.
Last resort take up with Labour officer of the area.

Since you have already paid wages for the month of March, 2020 to all workers including lock down period, you have no option but to pursue with the Principal Employer by writing a letter to him to reimburse the amount by quoting govt guidelines a copy of the said letter may please be forwarded to the labour officer of your area. Lock down period is likely to be increased, you first take approval from PE for reimbursement and if PE agrees for reimbursement then only pay to the workers. IF workers approach you for payment ask them to complaint to the Labour Department. If Labour Department takes any action on PE also then only PE will reimburse your amount.

Please Note,
This is good that you have paid full salary to ur workers.
As per the guidelines as provided by rhe Govt. all catagory of employees are eligible to get full months salary for this entire period of lock down.
As Principal employer is solely responsible for the payment of Contractor employees workmers hence Employer will pay you Salary Amount but for this you must keep appropriate attendance record as pee C

Do remember this is a penadamic period slowly time will get changed and things will be on line and we are entirely depend for our business on Labour.
