If a government employee has joined the organisation in the year 2012 and applies for job in another government organisation through proper channel and moves out of the former organisation before completion of the 05 yrs. Is the employee is eligible for the payment of gratuity or the gratuity will be transferred from the former organisation to the new organisation.

No such provision exist to transfer gratuity from one organisation to another.

There is a provision for transfer of gratuity from a PSU to a Government department and vice versa if the application is submitted through proper channel. The DPE guideline read as follows:
The undersigned is directed to refer to the BPE’s O.M. No. 2(28)/82-BPE(GM-I) dated 14.12.1982 wherein it has been explained that whenever transfer of an employee between one public enterprise to another is effected with the consent of the Managements concerned, the concerned employee could be allowed the benefit of transfer expenses, carry forward of leave, gratuity etc.

You check with GA department what record they have maintained in regard to your employment with them.
You will be eligible for the gratuity from begining, if the record showsing service from 2012 or otherwise NO.
Further tranfer from one deaprtment to another within Govt is considered as one. Whereas government run organisations are totaly different from each other and depends upon the policy adopted by them.

Reference to 1982 letter is highly appreciated.
But on a reading the wordings are more towards leave, sick leave, half pay leave.
Subsequently there was a letter in 2009 from BPE regarding same topic.
