Which sector are you in? If you are considering benchmarking the paternity leaves offered at MNCs, it would be the same in every city where they have their offices.
Ideally, data on the top few firms is openly available if you search online. In fact, firms are revamping parental support significantly. Why don't you consider something of that sort? Try designing a leave that supports both the delivery of tasks at work and the employees.
