No but I have been asked to put such notice as people walk in our cabin without any work

What if every time some one barges into the cabin on the pretext of having some work. Who will decide, before he comes into the cabin, whether has work or not and then lets him in? We do not know what is the kind of work arrangement at your office? It sounds somewhat strange in this modern age of transformational HR where the emphasis is on connecting with people but not commanding them, you want to put a notice that sends a wrong message.True there may be some one that must be disturbing your work. If you find some people coming in and disturbing you, you can try other means for curbing such habit. For example, see whether such people have enough work on their dusk .Give them some additional responsibilities. Alott time to people for discussions so that they do not come into your cabin during the other part of the day.Deploy staff at the point of need in any other department if you have surplus staff without any work.Look for more employee friendly options to avoid it.

HR is to large extent a function where public interaction is vital and necessary for effective functioning.
Staff should have free access to develop confidence on HR.
Restricting access will give negative signals.
The purpose for which OP wants to restrict access is to increase efficiency, but public perception is equally important.
Employees can come for personal queries about their leave etc,but equally for official work.
At best a query timing can be fixed up in consultation with stake holders or an online query system put in place.
The OP put up the query on 14 December and inspite of several replies has not reverted back.
So no point putting up further posts in absence of OP seeking clarifications or giving her thought process on views expressed.
