Government does not interfere in framing HR policy of any private organisation. That simply expect a company to follow the broad guidelines provided in the labour and employment Acts and rules framed there under. Of course, you will have to get the Standing instructions certified by the competent authority of the concerned state, as the company might have jotted down after due negotiation with and acceptance by the employees union.

You can check with Labour dept on Draft standing orders for your industry. They will provide you. You can use them as skeleton and frame policies as per the requirements.
