we are doing the entry of the contract employees at the our main gate and also the superviserof the contractor mainena hie\s own record by
checking both records we are maintainig fair record but in ths matter our gate register is main attendance system
at the time of entry it is the duty of the superviser to be present befor 5 minuts of working hrs. at main gate and to enter his employees in iun our gate register

In my orgn. (where more than 600 contractors are working) we have adopted a 5 layer verification system on daily basis :
1- In the first layer a representative of contractors coordinate for taking initials of each worker in the prescribed column of the register before and after the shift.
2. In the second layer section wise shop supervisor also maintain a record based on the physical presence of workers
3. Daily with in half an hour of starting of shift All shop incharges and contractor forwards their attendance report to HR deptt.
4.HR deptt. compares both the reports.
Proper investigation is carried out if any deviation is noticed in both the reports.
5. Beside above we in HR also conduct random surprise checking alongwith the representative of contractor and shop floor incharge
There is foolproof system for the same.
No doubt security deptt. also plays an important role.

In one of my management audit, auditor had remarked that principal employer is held responsible for maintaining attendance records, PF challans, Over time etc etc all relevant records.
However, when i refered the contract regulation and abolition act, it is clearly stated that to maintain the records, employer is not liable but liable to pay wages. OT etc as per the law. It is the responsibility of contract agency to keep all the record and for that purpose he has been taken as contractor.
