Having seen the workers in various industries as HR and security consultant it is nothing to new for us. Mobile can be used for many constructive and positive in the cite like this. If you can please send this to your colleagues and Factories Inspectorate office of your location. And see the reaction.

Dear Mr. Rangarajan
The picture tells a lot regarding the safety culture of the site where it happening... May be the management not yet even start think of giving importance to safety... The cylinders are laying horizontally, no flash back arresters , no PPE at all using by the workers...
Now comes to your comment... Informing to Factories Inspector... I am very sure there should be a very good term between the management of this site and the the inspector of that area... He may be very well aware also about these happenings... If any employee report this he may be in trouble, nothing else is going to happen and surely the situation will not get improve... Rules in India should need to become more stringent to happen what you pointed out...
