First you just provide me the deatails:
A) timing of the office,
B) is there is any grace period
C) what do you actually follow for this type of case.
D) is late mark is applicable for all the staff or specially for Jr staff.

1 Also check whether you company has a time office department
2 Check if there is any policy for habitual late coming
3 if so, No of time an employee can allowed late.
4 Constantly monitor the late record of employees atleast once in three months
5 in case of habitual late coming, we can orally warn the employee twice and if the same continues, we can issue a warning letter for his lateness
6 also check the grace time.
7 if the late coming is perennial in nature, deduct salary for the late during the month.(make a policy like if an employee comes late for more than 3 days in a month, half a day salary or one day salary will be deducted)
8 ensure the category of the employees to be deducted

What i suggest is u can send a general letter to all the employees. as it will refresh the regular office time policy. and then monitor of who comes late. and take action accordingly.
This is what i had sent to my employees;
Dear All,
It has been observed that some employees are not coming on time to office. This is affecting the productivity of other cross departments. You are requested to follow the normal in time of 9.30 am from Monday to Friday and 11 am on Saturday and complete the minimum 9 work hours on normal days and 7 hours on Saturday .If any employee fails to follow this, he/she will be marked half day leave. 30 minutes grace will be considered for emergency situations like train delays etc.
In case an employee has urgent tasks to be completed and stays beyond minimum work hours, he will be allowed 1 hour grace for in time on the subsequent day. He will be allowed to come until 10.30 am from Monday to Friday and 12 noon on Saturday.

For the different bussinesses or the tasks the importance of timely arrival of employee may vary. For e.g. for a cunsultant it is not necessary to be time bound while for the tasks assigned to a team it is necessary to be present with all the team members.
Rules of punishment such as many discussed above are effective but reward is more charming from employee perspective.
