Dear Sanjay,
According to my knowledge following are the list of some of the Acts which have earned leaves provisions:
1. The Factories Act, 1948 2. State Shops & Establishment Act 3. The Plantation Act, 1951 4. The Mines Act, 1952
now see which of the act is applicable to your unit & go the EL provisions.

Dear Dr.Murali Krishna,
He is not asking about leave encashment in Govt. In Govt. also these are governed by the Central & State Civil Service Rules. In Haryana State Civil Service Rules this limit is now 300 days. Thus this may differ from State to State.

Dear Mr.Sanjay
Firstly your question is not clear
1. The place of industry/factory
2. Whether it can be coverd under factories act / shops and establishment act of that
particular state
3. Regarding accumulation limit depends on your company leave rules or follow factories act.
1. Can we pay the leave encashment amount in 12 equal installment.
Ans. Leave encashment will not be payable in installments
2. Can we put any restriction in accumulation of EL, can the limit be maximum of 15 EL.
Ans. Follow factories act limit or your company leave rules
3. Is there any govt. order regarding accumulation of leave and encashment in installments
Ans.Regarding accumulation of leave it depends on company leave policy and coming to encashment installments it depends on your agreement with your union if not this is the first time you can make a leave encashment policy and put a condition as desired
Tks & Regards
