No necessity for certifications - but you can try getting certified for our career enhancement
As far as Setting up an HR department with policies / guidelines are concerned, you can find a lot of material on citehr itself. A few other things you need to keep in mind is:
Under such situations where the concepts are new to the users - you will find it easy to prepare the guidelines, but implementation will be challenging. Dont take it as a failure. The success is when you continuosly try and implement the polcies in HR and let people know that they have to follow certain decorum...
So start with a never give-up and a positive attitude.
After all its you who choses what should happen with you or what should not happen with you.
Take care!

deepika you can join a course in core-hr there are some good institues in pune mumbai it's 2 month course. and fees could be 20k to 30k...coz doing mba in distance won't help you out, just a degree... and there are people who have done mca but due to recession they opt for HR and they join these class coz the institue not only gives you the certification but also an exp.letter and placemet assitance 2.
hope you like it...

"...working as a HR Manager..." and "...I don't know any thing about HR field .. "
The wonders of Indian companies never cease to amaze me !!
I can understand that as a small company, it can not afford a qualified HR manager. But, same argument does not hold in case of, say, accounting. Even smallest companies would need to get it done through a Chartered Accountant.
Time has come when Govt. of India should frame an act on HRM and HR practictioners along with requisite qualifications.
Regards.
