1. Save your document as an Excel 97-2003 workbook (.xls).
2. Close Excel and reopen the workbook - it will be opened in compatibility mode.
3. Follow the instructions below to unprotect the worksheet:
4. Go to the Developer tab on the top ribbon or press Alt and F11 if you prefer the keyboard shortcut. Click "View Code."
5. Once the code window opens, double click on the worksheet that is password protected.

He QUITE CLEARLY STATES that the spreadsheet is unprotected and fully functioning. Just download the zip file, unzip to get the 2 files in the zip. One is the spreadsheet, and the other is the instructions on how to use.
I was able to download, unzip and open the 2 files.
If you do not have the necessary basic skills to perform simple computer tasks, or the necessary Excel skills to use this spreadsheet, then seek help from your IT people.
