Experience Letter s not like "No Work - No. Pay"
It is a certificate that someone had a stint with you for a particular period on a post which enabled him this much of salary.
You can add a line about his work and conduct (usually "Good") as a parting gift.
Experience Certificate should always be on positive note.
You don't have a right to spoils ones career.

Yes....... If a person's not doing well in one company doesn't mean that he can't work in another place. If the employer can't give a colourful service letter for a poor performer at least he can give the person a letter confirming his duration of employment and the designation hold in the organization.
Of course you don't have a right to destroy one's career.

The period an employee works in an organization is stated in the experience letter. However the duration does not reflect whether the invidual as an excellent or poor performance.
Experience letter only authetically states the duration from and to date (date month and year) the employee has worked in the organization. However it is left up to the organization to say a few appreciative words about the individual concerned in the experience letter.
