Hi Uday,
In my opinion a HR person is not rigid Person.He should have flexible nature but dont bent at foot step.He must be stable and having good knowledge about HR related stuffs.If an employee coming late every day he asking friendly to that person what his problem then understand him the company policy.HR person must work as a lubricator between Employer and employee. HR perosn is the only one man is the mediator between employer and employee.

Now a days the role of HR is changing. Previously the role of HR was to make policies than to implement it and other many more.
HR now in addition to above profile has to work on empowerment and work as partner in organization development.
It is true that it depends upon organization to organization what role is alloted to HR.
