You may notice him to be present on a specified date for enquiry to be conducted. On the same intimate him that failure to which criminal proceedings shall be launched upon him. As he is alienated, its his discretion to attend enquiry. Failure to which you may issue legal notice to him & then file a criminal case, else lodge a criminal complaint to register FIR for furtherance.
