Hi Sabarijk,
The very first thing you need to figure out whether this is the job you really want to do make your career.
If so, you need to be able to speak English at a fair level. An HR's role involves a lot of communication,
and hence you need the fluency. Apart from this, you need to be grammaticaly correct in order to avoid any errors while writing emails to anyone. Please consider an institute for spoken English and you can also start reading books with simple English ( simple words and small sentences). This shall help you for sure.

Well! as per all recommendations and suggestions, i would say initially you not suppose to leave your job in HR domain because a lots of competitions in "Human resources". Even never ever think like "u are not good at communication skills" if u are not then u would not send your query to this CITE HR. Don't get confuse to choose a right path in your life as u already did, continue the same present activities and i'll surely provide you a great sword to improve your english and even your already know but still need to improve in grammar part. There are two options:
a) You keep crying over the disadvantage, blame the world for being unfair & walk away with your tail between your legs.
b) You decide to fight the disadvantage and acquire the English communication skills you lack, whatever it takes.
The choice you make here will decide the course of your life.
Solutions will come easy if and when you decide to fight back. That's the toughest part, the decision.

Communuication is important in any field and not just HR. hence you can take the following steps to improvise:

1. Buy a basic english book (like Holy Faith) and start practising expercises - while you know the basic english, you will learn to be grammatically correct

2. Read novels (again it should be fictional as it involves conversation and this will help you in connversing, while reading that check the meaning of the words you dont understand. you can go for chetan bhagat novels which has simple english or books by Enid Blyton, Keene, Lee laura Hope. these books are meant for children in 10-14 yrs old and hence the english is very east to understand.

3. Watch english movies. This will help you understand accent as well as in pronounciations (this can be done at a later stage when you have already gone through normal excercises. Prefer movies which have subtitles which will initially help you understand what they are speaking.

4. Once you are done with the above steps, you will gain more confidence, Start conversing with colleagues in English then, because you will not be good in communicating unless you actually practise speaking.

Follow the above instructions and I am sure you would be benefitted.

It's a non-trivial job and like any skill, it takes time and effort.
Get into a good training program if you can afford it.
Movies, reading etc are like maintenance activities - it's like little brushing up you need to do to keep Taj Mahal looking like Taj Mahal. To build a Taj Mahal, you gotta follow a totally different approach.

Training programmes are already mentioned previously and yes that is the best option. The steps I have mentioned are what one can do apart from the training programmes.
Please see that I have mentioned Children's Fictional books, surely you can not 'maintain' your language with that? Its only meant for building and believe me it does, because I have helped many people improve their english :) These books with their simple english help one with conversing and understanding grammar usage.

First of All, A BIG Applause for you... To post such a query in such a big forum, you should have TONS of GUTS and CONFIDENCE...
So you pass the first step...
Step 2 is - simple, focus English through your Interest factor... Be it movies, music, newspaper, class rooms... But, stay focused...
Step 3 - PLEASE DO NOT FRAME YOUR SENTENCE IN YOUR MOTHER TONGUE and TRANSLATE IN ENGLISH... That will not solve your purpose...
