If the vision or mission of the company is not properly percolated to the down or if any of the ordinary employee does not understand it , all problems arise from it. All employees must realize and accept , what the management or say company wants or values. According to this all policies are framed or rules are made. In my opinion it is the task of HR to do it.
Rest problems comes in form of lack of resources and others are regular HR problems like attrition rate, relationship building and value upkeep etc.

HR also looks after the statutory compliances and most of the organisations DONOT file the requisite returns to the government authorities IN TIME.

Wel, i think it depends on the organization and the main problems of HR are related to HR functions lyk Recruitment and Selection, Training and Dev, Per Mangemtn etc...Bt these are quite wide areas where we need to conduct deep research 2 find out what are actual problems...
Communication Gap could be another issue which is mostly ignored by HR department i dont knw ehy..perhaps having sum sort f fear etc...

I am new to this website and this is my first area of discussion..
Lack of HR in organization means company can not give positive outcomes because-
- No good potential and efficient employees will be hired.
- There would be no training programs which means no proper direction for what exactly employees should do.
- No one to look over performance appraisals which means lack of motivation for existing employees.
- Miscommunication among employees which will definitely effect organization.
One needs to go through each step in a proper and systematic manner in order to avoid problems and have good growth path.

Based on experience, the two major problems that hr faced in the company are 1) People 2) System. People has something to do with the organizational culture, attitude and management/ leadership style. System goes with the organizational policies on the different aspects:
People and Policy are intertwined, one cannot be successful with out the other. Sources of Conflicts in the organization has 3 natures: intrapersonal, interpersonal and systemic .
