Hi Viju,
You can start with the main subjects - Organisation, Manpower, Renumeration, Policies and Training & Development. All the subjects, as given in all the replies, will be in one of the broad subject.

Dear Viju
Now you got plenty of inputs from all the HRites.
Please take three days to prepare your company's own HR Manual.
Put a draft to Mr. Surendra and KS Gopal, and request them to make any addition/deletion/modification.
Obviously without any hesitation they will help you.
I cannot help you in this aspect. Because I do not know anything about HR Manual.
Then put up the same to your Management and take approval. In case of any further addition required you can do these as policy letters in due course as and when required.
With warm regards
