The compliances needed would depend on the nature of the operations, if both are involved in manufacturing activity then the requirements as per the Factories Act 1948 remain mostly the same, though there would be some technical variations. But if the FMCG is not involved in manufacturing activity, then as regards the service sector the requirements are entirely different.
As regards Organisational Culture, every organisation is unique and it would depend on a lot of factors. It has to be seen, studied and understood in its own way.
