Is it mandatory to form Womens dispute redressal committee if POSH committee is already in place?

What is the context of the query? I wish you had narrated what has happened in your or your client's company.

There are two types of grievances, sexual harrasment and the general workplace grievances. The former are dealt under the provisions of PoSH. The latter under the provisions of ID Act, 1947.

The may not be covered under the provisions of ID Act. However, that does not mean the provisions cannot be followed by the other companies.

Instead of having a grievance committee, a few companies have "escalation procedure". However, the objective if redressing the grievance remains the same.
