The modern terminology for dual employment is moonlighting. Why you want to send an email on dual employment? Have you come to know that some of your employees are working part time after office hours. Not sure. Please communicate through email only if there is a need.

Dear Employees,

Thank you all very much for your hard work and support for these years ! We really appreciate your contribution towards the growth of the Company. As you all aware your employment with us is on full time basis and working on part time basis after office hours is against the terms and conditions of your employment order with us. This amounts to dual employment which is a misconduct as per the rules and regulations applicable to this Organisation. Hence all employees are requested to continue to support us on full time basis and should not engage in part time work.

We thank you all once again for your continued support !

Hello, instead of sending a circular mail to employees, make this as an additional clause in the Offer of Appointment and make it clear that entering into another service, while on employment with the company - whether it is remunerative or honorary - tantamounts to misconduct as per the Company policy and SOP, and such acts, if detected and proved, shall attract disciplinary action, including termination of services.

You may prepare an addendum to the Appointment order(for employees who are already appointed) by giving reference number and date of Appointment order and issue individually and collect acknowledgement by each individual employee which may be kept in their personal file/service record.
