One of our collegue has posted the following as Grievance
1. Library to be made available in our plant
2. Recreation room with indoor games
Are these can be classified as grievance or as welfare.

Any form of dis-satisfaction among people is called a grievance. So, if your colleague has said that "it's bad that we don't have a library", then it is an grievance. But if he has said something like "Library should be there in our plant", it would mount to a "Suggestion". Same goes true with the Recreation room also.
It purely depends upon how one puts forth the statement. However, both are "Suggestions" and personally speaking, really good ones. What you must ensure is that the employees should not utilise time from their actual workhours after these.

Dear Srinivasan,
These are the welfare measures/amenities which need to be addressed by the employer but didn't may be some reason.
When employees addressed these issues will be treated as grievance (except wage).
You may look into the issue and make employee motivated and address very carefully.
