well rinshard, the company needs to pass their new amended policy across to all its employees so that they are aware that the notice period has changed.
If they havent done that then it is not your fault. You can request them to release you in one month and ask them if you can buy the rest of the 1 month.
I am also in the same situtation where the company policy has been changed in such a way that an employee has to serve 2 months of compulsary notice. The option of buyout has been withheld even though the company policy says an employee can buy it out in case fo extreme situtations where it would be possible to serve the 2 months.

An appointment letter is more or less is an agreement, when an appointment letter is being issued to an employee, the employer take his signature on the duplicate copy of the appointment letter, as a token of acceptance of the terms and conditions stipulated there of. Hence with out your concern the employer can not change the terms laid there on, even no clause given in the appointment letter can be changed with their whims and fancies with out the employees acceptance.
Therefore you all the right to serve one month notice period and quit the organisation once the notice period is completed and the employer is obligatory to settle your full and final account with out giving any harassment to you.

When it comes to notice period, yes then can change the period and terms of notice period but the same should be intimated to all the employee. A letter should be drafted, revealing that notice period is changed from one month to two months and HR should get the signature from the employee. Only then 2months notice period becomes valid and comes into role.
Talk to your management and get it settled.

Can you please recheck your appointment letter, confirmation letter or promotion letter for notice period clause. Because there is a possibility that after your confirmation, notice period had been increased to two months. Also, you have to check the promotion letters, because in certain companies the notice period changes according to your position / grade in the company. If the same is not there then there is no need to serve the company for two months.
