Im sorry Mr. Nazar but there is no such provision of Law like this.
Indian Constitution have Articles and not Sections and if it is mere a typographical error then also Article 49 comes under the chapter of "Directive Principle of State Policy" which is not Justiciable right and hence can not be enforceable.
What u have shared is merely an idea which is in pipeline and i think long way to go to implement it in near future.

49-O. Elector deciding not to an elector, after his electoral roll number has been duly entered in the register of voters in Form-17A and has put his signature or thumb impression thereon as required under sub-rule (1) of rule 49L, decided not to record his vote, a remark to this effect shall be made against the said entry in Form 17A by the presiding officer and the signature or thumb impression of the elector shall be obtained against such remark.

I think the only confusion is about the source of this provision. It is not from the constitution, which does not have any article 49-O, but from the conduct of Election rules, 1961.
The rule is very much real, although, the part about the candidates's nomination being cancelled forever is something i'm not sure about

show me the document where its written that is 'x' number of people say 'i vote no body' then election will be cancelled.
All you have in 49-O is you can say 'i will vote for nobody and do your signature in the list and come back' so that no other person claims its you and put your vote, thats it.
even a single person votes that polling will be considred, it will be not canceled.
Obiviously atleast hand full of people will be there for a party, among then any one put vote that election will be considered.
There are many polling boths in India where voters are less that 5. among that 5 even a single person put vote it will be counted (that single vote may play winning rold for a candidate).

In case of EVM's, there is no option of "None of the above". In such cases even if we record our vote by just signing on the sheet, then how will the data be maintained (eg : Party X= 550 votes, Party Y = 549 votes, & None of the above =700 votes) how will be the decision made for re-polling
