Hi One foreign company is having one entity in India. Now that foreign company has opened a new company in foreign and wants to hire employees through new company, is this feasible?

As such no ban in India to directly recruit an Indian in India. A Foreign Employer can recruit Indian personnel either through a registered recruiting agent in India or directly after obtaining a permit under Chapter IV of the Emigration Act, 1983 either from the local/nearest Indian Mission or from the Office of the Protector General of Emigrants, Ministry of External Affairs.

Yes, the International Company can hire directly.
Take this example for the understanding; M/s X Co is from ABC country, wants hire 10 people "Y" qualification for the work in ABC country. The,10 people should have valid Passport and Visa shall be arranged by the M/s X Co.
If at all M/s X Co. Wants do business in India needs registration and obtain licensed from our Govt, prior to start of business.
