1. Employee Mr. X resigned and kept lien. Later on , he joined the organisation again at the same position. Meanwhile, junior Mr. Y got non functional promotion to higher post than at which mr. X resigned/joined . There is policy in the company that there will be combined vacancy for functional and non functional post. So, now the matter is who will be consider as senior for next vacancy based promotion

Mr.X rejoined in the same position : So after how many days or months or years ?

Mr.X resigned and joined back whereas Mr.Y continued with the same Organisation and by virtue of seniority /loyalty got promoted. As Mr.X resigned and joined back he doesn't have any right to question /comment on the promotion of Mr.Y. However for future promotions apart from seniority, other factors like performance , maturity level, relevant skill sets to perform the role to be consider and either one can be considered. Though seniority have some value, ultimately it is performance which will decide promotions @ private sector.
