Just tell the staff there is going to be a mock fire drill, and that everyone is to comply.
It is a simple message, and you do not need others to write it for you. Practice writing memos and emails. If you are going to work in HR, you need to know how to do it. Your company is not paying us to do your work.
With the fire drill, it is important not to reveal the time and date. These things need to be a surprise to work effectively. If the staff know ahead of time, they will find reasons to disappear and not participate. They need to know the procedures as it could save their life one day.

Fire Drill Requisites -
1) Before conducting the fire drill, it is important to prepare a fire escape floor plan indicating the easiest escape route in the event of a fire to exit the building and report to the assembly area.
2) An SOP is needed to be prepared for general awareness about escape routes and actions to be taken in the event of a fire.
3) A briefing and classroom training are required to be conducted to adhere to the SOPs and spread awareness about various safety points, fire extinguisher locations, and their use.
4) An emergency reaction plan and operations center such as the admin control center and tech control center, including its structure and functions, may be brought to the notice of the people.
5) Awareness of fire safety doors and fire alarm locations should be made known to the people using the premises.
6) All critical and important contact details to be used in emergencies should be made available to people/employees.
7) Various safety codes/Siren Codes, as applicable, should be escalated to concerned people and departments.
8) Every department will have one fire marshal supervisor to whom people will report and take instructions on evacuation and emergency situations.
9) All individuals using the building must ensure they are well-instructed and made aware of various safety and emergency instructions and actions to be taken in such situations.
10) Having completed all the above, the emergency reaction team can plan for a mock drill with short notice without specifying the time/day/date to conduct the drill. If the emergency reaction plan is not followed, the results of the mock drill won't be satisfactory.
