I have been tasked to write a speech for the company director to read on the end-of-year meeting with the employees at the company HQ, I am only 3 weeks old in this role as HR/Administrative Assistant, please help me with guidelines to draft this speech. Thank you in advance

Writing a draft of the end-of-the-year speech is the job of the Executive Assistant to the Director. He/she should prepare the draft, show it to some senior official like VP, and then submit it to the Director.

We the members of this forum are outsiders. We do not know anything about your company like the nature of business, the challenges your company faced in the year and how these were overcome, achievements of the year and so on. Therefore, what we can propose?

Anyway, I recommend you approach the senior member who has been working for several years in the company. Ask him/her what were the noteworthy things in the year. In your draft, you may include something on the COVID-19 pandemic. How did it impact your company's business and how the situation was handled?

To give you some insight:
Basically achievements, like production, dispatch, and rejection if any, quality concerns if any to be corrected in the shop floor
Market achievements / export order fulfilled, and new product developments if any achieved
Any specific, one day / monthly achievements, if achieved, contributions of employees in total during the year under review.
Safety and safe working achievements, and Quality achievements, if any, and any major event averted, due to timely intervention by employees, during the year under review.
New Year Organizational goal / target / expectation / expansion / ventures, gifts proposed, if any,
And any year end retirement of employees, if due
