I just promoted as head of HR and my VP asked me to create a hierarchy system or policy in which Every department such as HR, Amin, Operation and house keeping all should be reporting to me. Its a law firm. I don't know much about bringing all these department all together under HR and draft an Hierarchy policy /System... Can anyone please guide me or help me create or draft it. I need an some experts guidance and support for it.

As a law firm, there would be only very limited Human Resources working there, much less would be the HR Team. Creating a hierarchy of reporting relationship would depend on the composition of the employees reporting to you. So create separate roles and responsibilities of each such function and depict it in the Organisational Chart of HR Department.

HR Head is the Head of the organisation? What kind of organisation is it? HR is a secondary function which supports the operations. Anyway that is not our area of interest. You may draft the roles and responsibilities of each designation and prepare organisation structure making everyone reporting to the HR Head. In order to make the roles and hierarchy system clear, each role should be defined properly. A better communication would solve any problems and confusions that may arise in future.

Basically, position will be head of HR & Admin, create divisions like HR, Admin, Security etc and mark leading positions/persons on it. All such divisions will report of Head of HR & Admin.

If you are operating at multi locations, you may consider a Matrix type organisation. In a Matrix oranisation, there will HR operating teams located at different locations with the Head of HR function at the Head Office and Unit level HR Sections at the different locations. Such Sectional Heads will be reporting administratively to the respective location heads (like for leave, day today issues there) and functionally reporting to the HR Head at the Head Office. The Sectional heads will have twin reporting relationships, one is the functional reporting to the Head of HR and administrative reporting to the Unit Head. This type of structure is prevalent in MNCs, multi location corporates, etc.
