Mr Ejaz , Govt has issued new guidelines of lock down effective from 1st June, 2020 by removing restrictions on movement of persons and goods. So there will not be restrictions on the part of Govt for movement. Whenever you have to recruit workers in one state and employ them in other state for the work of your establishment, you need to take licence from appropriate govt in State of recruitment and also in state of employment by following rules prescribed by the appropriate govt under ISMW (RE & CS) Central Rules, 1980 or state rules as applicable from the concerned licencing officer. Considering the scenario of migrant workmen in the country and the hardships they have faced to reach their native place, you need to know whether the workers are willing to migrate to other state immediately. Most probably after rainy season workers will start migration once agricultural activities be reduced.
