A worker is having 17 EL and He want to Encash all his (17) EL can we encash it as per law

You have to go by your leave policy. It may be reasonable if encashment is permitted limited upto 50% of EL/PL leave at credit while in service, once in a year which is subject to Income Tax as applicable to 'salary income'. There is no legal sanction, may be except for full & final settlement on approved 'separation'.
