Have you evidence of drunkenness ?
Was he on duty as per duty roster?
Strictly speaking certificate of being drunk can be established by blood test in govt hospital.
Was he misbehaving?
Are there witnesses?
Take down statements of witnesses and issue show cause notice to the employee.
As per reply action can be taken after taking into a/c witnesses and medical report if any.
