Can employer ask about recovery after termination.

My friend got terminated , last month he got mail that FNF will be process from 09th dec, but today his manger asking about recovery . Kindly advice what he can do in this?

What should we do in this case ??
Manager saying that i will speak to HR to process the F&F but HR saying manager not giving clearance .
Nobody informed about dues & anything almost month completed.
