You can withdraw your PF even though the employer do not attest your form.
Your employer has no authority to held ur pf or stop it. It is maintained with the PF office, a govt. body and your employer has not control over it.
However before appliying for the PF make sure of two things...
You must have your PF code number with you, and,
The employer has deposited your PF with the Department and has filed necessary return with the office.
Now, just fill in the withdrawl form (10c and 19) and get it attested from your Bank Manager.
You can deposit this form at your regional PF office where your account has been kept.
Also for an extra weightage, you can enclose a letter addressed to the regional PF commissioner, giving the reason for getting the form attested from your bank manager.

Hi ,
You cannot withdraw your PF & pension without the employer's attestation on the PF & Pension withdrawal forms . Please remember that the amount consists of both your's and an equal share of the employer too....

Best thing would be to transfer the PF amount to your new PF account as it would be very simple to get the form signed by the new employer and the PF office would transfer the PF amount from old account to new account.

You can do it by getting the form no 10c & 19 certified by even a gazzetted officer, Executive magistrate, bank manager nobody in the world can stop you from withdrawing your own money

PF is never attached to any legal liability, no company can resist to forward the claim of the employee to PF authority, If the person claims to Regional Provident fund Commissioner in writting about the facts. Legal actions are taken against the company even amounting to imprisionment. So please approach the PF office. Equally it is duty of the Company to keep their compliance updated with the PF authority. In case of delay in compliances company are taken for task and 7A are issued against the company's. So be fearless and go ahead and contact your regional PF office.

But after submission of forms by the Member the PF authorities is returning the same to employees for want of Form-5 and Form-10 and Form 3A. Finally it should go to Employer only. It is suggested the Member to see the employer and convince him, sort out issues and collected all the documents then only submit to PF Office for early settlement

You can get your PF Form attested from reconciliation officer of your local labour office. This is sure medicine for your cure. The employer in no way can deny any information asked for by the PF officials, if reconciliation officer is involved in the matter. This is trusted remedy. So don't worry and take this medicine and even if you are not sure you can consult the local labour office of your area.
