Could any one please clarify, that the PMRPY shceme could be made applicable to Man Power supply Contractor, who serves for different clients.
In case an Contractor made eligible for a scheme has a drop/fall in employment numbers from the reference base, the condition that the establishment will not be eligible for the scheme in the months where employment is below this reference base is correct and is valid, since for contract man power supply this variation happens suddenly?

Yes-any Notification will be strictly interpreted -If the Notification is conditional then it is for the Contractor to ensure that the Nos do not slip.
