A situation where in a leave approval of short term (1-3 Days) be valid irrespective of reporting manager who approved the leave exits the organization and considering the fact that the approved leave date/dates be falling post the managers exit. Should there be another layer of approval post the exit of reporting manager?

If leave is approved and manager then exits, it should not make a difference, unless new manager disapproves or cancels the leave.

If you availed the leave by now will be considered as approved leave. If your leave is for future date then it depends upon new manager's approval.
In most of cases when a new person comes and takes charge, normally canceled of all leave that santioned at prior date. This is done to take the stock of the situation and interaction with staffs and subordnates. You check the status with your HR before proceed on leave.

Dear Friend,
Your query is specifically about short term leave, and as stated by senior friend Mr.Nathrao, it does not make a difference.
But if it is a long leave and in the transition period from Manager's exit to new Manager's entry you need to frame a separate layer of approval either be a General Manager or related HOD,sanctioning through the recommendation of immediate Superior of the employee.

Dear colleague,
This non - serious issue which is entirely within the rules of any establishment need not be brought up here.
Generally speaking, if leave is granted by the Manager while in employment must be honoured unless there are valid reasons to refuse it on work exigencies' ground but certainly not beacause the approving Manager has left the organisation.
