For delegating authority you have Circular rather than preparing policy....

Actually, I want to a prepare a policy where it is mentioned that who is authorized up to what extent. Mainly, ALL HOD's and Manager will have some sort of authority to sign documents and doing expenses and taking decisions. So, if anybody have some sort of format for this then please share it.
