Start with Manpower Mapping
do job description and calculate approximate time needed by employee.
No need to convince employee, it is not their fault.
It is fault of HR and Management. When during interview HR and Management prepare a list of activities to be performed by the X employee, they never think whether the 8 Hrs are sufficient or insufficient for the Job. Resulting in employees working after office hrs.
The cases are very rare wherein employee themselves stay on their own in office after hours to chat in net, enjoy coffee, chat with frnds on telephone. So in such case, it is a long procedure that u need to follow which cannot be explained here.

You need to speak to the reporting managers and get a list from them that how many of them are required to sit late or work on weekends/holidays. Notify the Managers if any other from the list are working late/weekends. Inform them the consequences of doing it.
Also draft a policy for the same. Issue gate pass, with an approval from their manager to work on weekends/holidays.

I wonder why the system of late sitting has become fashion in corporates in India. One can acheive his or her target by competing work with in stipulated office hours.
Late sitting is nothing but the exploitation at the hands of management of private companies. Our Government has aboilished Zamindari System in 1952 and pass the Bonded Labour System (Aboilation) Act-1976 but still I think that we employee in the private sector are bonded peasant of feudal landlord i.e. Private or Public Limited Company and we are helpless as we have to earn our livelihood and support our families. Recently an HR one of the reputed companies at Delhi interviewed me on telephone regarding a job offer in the said company and I was surprised when he told me that I have to sit late as long as my boss stays in the office. According to him it is not in good manners to leave during office timings when your Boss/Director is sitting and late sitting is a daily phenomena. The company is M/s Punj Lloyd Ltd. Connaught Place Branch, New Delhi.
I wonder what to do that is why I am sticking to my job for the last 4 and half years.

I completely agree with Syed. Most production, IT companies expect their employees late working. or atleast be there to entertain your bosses. My earlier boss always found important work, which he couldn't handle alone, at 5.55pm while our out time was 6.00pm & made us work till 8.30-9.30. On the other hand he always came late in the office say round 10.30-11.00. I don't care whether he worked late night & kept drinking/ smoking at the same time. Even when there is no apparent work, he will just want us stay with him, in case any important mail from directors came & he may need help. In this frustation only I quit the job. The company has even refused to repay my travelling expenses. But I am no more worried about them. because now I work with a company where you are marked negative, if you can't finish your work in regular office hours.
Even in companies like Johndeere Equipment, you get more bonus/ promotion if you just linger in office & keep overworking boss happy.
