Dear Pooja,
The Minimum Wages is subject matter of the State Govt. Every state has separate criteria, format and rates for different kind of jobs. Even is some states it is defined under different Zones as well.
Pls check the Minimum Wages of Gujarat for Bakery Industry, accordingly instruct the contractor to pay the minimum wages.
You have not clarified, whether you have directly hire the labour on contract basis or you have given contract to a specific contractor (being third party) to engage the labour at his pay roll.
However, primarily it should not be your concern (at least in case of contractor deployed for labour).
You can ask the contractor to come up with a quotation which must contain all statutory compliances (wages, Pf, ESI, Bonus, Leaves etc.). Generally, the contractors have some links with consultants who can provide it. You should check whether he is complying properly.
Hope it is cleared to you now.
