Dear Safety professionals, I have bought 5 Safety belts in june. now it has been 6 months old. when i need to test the safety belt for factories act ( Form 36 ). Please clear my doubt regarding this.

Dear Mr. S.Gururajan,

As per Rule 61A of the Tamil Nadu Factories Rules,1950, Safety Belt shall be tested and examined thoroughly by a Competent Person at least once in every 6 months. (Competent Person is a person recognized by the Chief Inspector of Factories / Director of Industrial Safety and Health in writing for the purpose of examining & testing Safety Belt, Hoists & Lifts etc.)

You've mentioned about Form No. 36 - it is not the prescribed Examination/Test Certificate of the Competent Person for Safety Belt; Form No. 36 relates to the Examination/Test Certificate of Hoists & Lifts. In fact, there is no format, prescribed for Safety Belt under Tamil Nadu Factories Rules,1950; the Competent Person has to use his discretion in designing the Examination/Test Certificate for Safety Belt.

Pl. note that Bureau of Indian Standards has prescribed the Examination/Test Procedures for Safety Belt in IS:3521:1989. Hence, you may insist that the Competent Person follows IS:3521:1989 while conducting the Examination/Test on Safety Belt. Moreover, he should not conduct 'Drop Test' by attaching a human dummy to the Safety Belt and dropping it from a height - the reason is, it will weaken the Safety Belt; in such case, the drop tested Safety Belt should not be taken into use-instead, it has to be removed from service and condemned.

Apropos of my previous clarification, there is a small correction namely: the "IS:3521:1999 - Industrial Safety Belts and Harnesses" is the correct Specification / Standard.

Respected Sir,
Thanks for your valuable reply. But i am not understand clearly. In my previous company we are testing safety belt every 6 months and get the certificate from competent person , test certificate comes under FORM - 36. it is correct or wrong sir.
My doubt is that new safety belt also tested with in 6 month or some extension periods available?

Dear Mr. S.Gururajan,
Rule 61 A of the Tamil Nadu Factories Rules,1950 has not prescribed any format in respect of Certificate of Examination / Test of Safety Belt. Form No. 36 under Tamil Nadu Factories Rules,1950 relates to Certificate of Examination of Hoist / Lift. Hence, any certificate of Examination / Test of Safety Belt issued in Form No.36 in Tamil Nadu is not correct.
As regards the new Safety Belt, rule 61 A of TNFR,1950 does not give exemption from the Examination / Test by a Competent Person. Hence, even a newly purchased Safety Belt has to be examined / tested by a Competent Person before being taken into use.
