What is interpretation & impact of following punishment :"Reduction of Basic Pay by two stages in the time scale of his pay for a period of one year with cumulative effect with further directions that he will not earn his increments of his pay during this period thereby reducing his Basic Pay from Rs.55870/- to Rs.52950/- with immediate effect"

After one year he will earn his next increment from the stage of Rs.52950-00 only. Since the punishment of reduction of basic pay by two stages for one year is ordered with cumulative effect, he would have to forego the sum of Rs.2920-00 equivalent of two stages of increment for the rest of his entire service as well as terminal benefits of gratuity, pension etc.
