There are no rights as such to claim annual salary increment. All that employer has to make sure is that he/she pays the minimum wages as prescribed by the respective state government. However, for general staff members, their monthly salary is far above the minimum wages, hence they are out of purview of Minimum Wages Act.
Whom to give annual increment, how much to give and why to give is prerogative of the employer. Few employers are very organised and work systematically. Hence in such companies rules of salary increment was well designed and these are communicated too. In contrast, few companies, who are driven more by the owners, problems of uneven salary increase crops.
Anyway, talk to your management and find out reasons of stagnation in salary. Is it happening to you only or increment has not been given to anybody?

Mr Dinesh Divekar has very rightly updated you as increment is not a legal right in labour laws and is sole discretion of the management which depends upon various factors like loyalty, discipline, hard working and above all the financial capability of the company.
However, the managements gives reasonable increments to their employees as a result of some agreement/settlements with the union or through appraisal to create competitiveness and also to retain the talent.
