Can any one guide me regarding bench strength maintained at IT firms, Is it legal? and does it comes under any labor laws? Thanks

There is no act speaks about bench.
In Industrial Disputes act 1947, if an employer was not able to provide employment for minimum of half day due to the prescribed reasons, employer can announce lay off with some set of conditions as per the act.

The employees who are on the bench are full permanent employees of the company. All the labour laws apply to them. The fact that you are not going them work is immaterial
