Yes, you can implement Balance Score Card (BSC) in your organisation but it depends on two factors. First is your organisation's maturity and second one is your management's willingness. Many times management shows initial zeal to get into the jargon and once they come to know the hefty costs in implementation, they hold back.
By the way there is need to go for the solutions or theories that western countries have propounded. There are few things you can do with little help from local consultants. You may get about 80-90% results what BSC will give. Once you attain that level then you may go for BSC. Possibly at that stage you may say that you may not require BSC. Since yours is a small cluster of 80 it is the right time to implement as BSC is a very good initiative. But as rightly said by Mr. Dinesh, it often fades in the long run as the management's zeal vanishes when it comes to huge costing.
Work on BPR or OURS where you can show the management the output with a lower cost compared to BSC.
