Basically PM is a traditional approach of managing human resource beside HRM is modern approach with wide scope like Personnel management focuses on personnel administration, employee welfare and labor relation. Human resource management focuses on acquisition, development, motivation and maintenance of human resources in the organization

Dear ROHITINDIA1005,
According to me there is no difference in Personnel Management and Human Resource Management. Human Resource and Personnel has same meaning. It is a new nomenclature of Personnel.
I will say, Personnel is an old wine in new bottle called Human Resource.

Before the term HR came into effect which dept was doing recruitment ,IR, training and development etc? It was Personnel dept only.It is true that many HR syllabus now a days do not cover IR subjects.

there's no difference, it's only a matter of change of terminology, i.e. from personnel mgt to hr mgt and now referred to as human capital mgt, & also that, during personnel mgt, hr was not received well by executives, bt only considered a support service, therefore by then, it covered few area esp general office work, recruitation & terminations. bt now its now covering recrutation, employee relations, remuneration, safety & welfare, trg & development & other office work.
