Is any Licence required for a Domestic Recruitment Agency? Same is asked by a Government official. If yes then from where can we obtain?

Hi If you start any firm then you have to enroll with Shops & Commercial establishment. In the registration you have to update the nature of business as you need. That is considered as licence

In case you restrict yourself to recruiting in India, then you do not need any other licence other than the registration under Shops & Establishments act and other related licences to run an establishment in India. But, in case, you plan to recruit labour for other countries, especially those who require ECR ( Emigration Check Required), then you need to get a licence from the Government of India. I am not sure which ministry, but, the ministry which is part of the Central Government will issue you with a licence number which you need to quote in every advertisement or public communication. For obtaining this licence, you need to deposit a hefty fee. Any violation of the guidelines by the foreign employer of the labour sent by you, will attract punitive measures against you. This clause has been brought in after the Indian labour class workers were exploited in the Middle East.

Even the officials in the labour court did not have idea about this issue. Hopefully shop and establishment licence is the only licence required for a domestic recruitment Firm.
